CONGRESS REOPENS THE MKULTRA FILES: A NEW HEARING CALLS FOR FULL DISCLOSURE

 

     Thor Han always told me, in relation to the Great Reveal, that certain things were not spoken of, not uniquely because of secrecy, but because the human mind could not fathom certain unspeakable horrors that even words did not exist to express.

 

     The evidence presented at this congressional hearing is chilling, and, as Thor Han warned us, there are details that you will wish you had never heard, especially regarding the torture of children. After hearing this challenging information, I realized that the detailed description of how the CIA controls people and turns them against each other explained the strange behavior of some people who approached me during these recent years, gained my trust and pretended to be my very close friends ("my sister", "my best friend", etc..), put their stamp on me, to brutally make a 180 turn on me and dedicate their time and energy on social media in defamation and relentless, organized smear campaigns. Brutal reversed behaviors occurred for some of them after they spent some time in a hospital, and this element raised my awareness regarding what this congressional hearing reveals on that matter. At the 19-minute timestamp in the video of this US Congress session, it is explained how some hospitals are involved in these programs and how the CIA uses drugs such as LSD coupled with hypnosis techniques to create dissociative states of consciousness, in order to program someone to suddenly act in the opposite manner and turn against the people close to them that they previously defended. These victims suddenly start attacking and sometimes murdering unknown strangers, close relatives, or friends they used to love and protect. Suddenly, I understood everything that had been going on around me since 2021, as a campaign of isolation designed to corner me.

     In this congressional hearing, evidence is presented showing that, through the use of drugs, hypnosis, and extreme torture, it is possible to replace a person's memory with a false one and implant a new mind after destroying them psychologically. The person would not remember anything nor be aware that they went through the program. Directed energy weapons and remote influencing were also mentioned as tools used in this process. Dream Warfare is real.

 

     The use of soldiers in the US military as experimental assets for mind control through drugs and psychic influence (MKNAOMI) saddened me as I thought of one of my former military close friend who was weaponized through these means. Thor Han told me several times that these implanted programs cannot be detected by technology, no matter how advanced, and we only become aware of them when they activate with a mission to "kill." The victims, once "activated", operate these programs in a relentless loop until they self-destruct.

I suddenly understood everything that had been going on around me…

 

     The Great Reveal, as the Galactic Federation of Worlds named the Disclosure Plan, operates on many levels and in immeasurable, deep, complex and intricate fields. One of them is the MKULTRA files. Nearly fifty years after the last major congressional investigation into MKULTRA, the U.S. House Oversight Committee's Task Force on the Declassification of Federal Secrets has reopened one of the darkest chapters in American intelligence history. The hearing, titled "Mind Control and Accountability: Uncovering the Truth of the CIA's MKULTRA Project," was held on June 30, 2026, with historians, investigative journalists, and government officials called to testify. The objective was not merely to revisit history, but to determine whether the full truth has ever been revealed and whether important records remain hidden from the public.

 

Revisiting a Program Long Shrouded in Secrecy

 

      Committee members described MKULTRA as a deliberate CIA program involving decades of covert human experimentation. According to testimony presented during the hearing, thousands of individuals, including prisoners, psychiatric patients, military personnel, hospital patients, and ordinary civilians, were subjected to experiments involving LSD, hypnosis, electroshock, sensory deprivation, psychological conditioning, and other techniques, often without their knowledge or consent. Several members argued that these actions represented some of the most serious violations of medical ethics and civil liberties ever carried out by a U.S. government agency.

 

The Destruction of the Evidence

 

      One of the central themes of the hearing was the destruction of MKULTRA records. Witnesses reviewed historical documentation showing that in 1973, then-CIA Director Richard Helms ordered the destruction of the program's files shortly before leaving office. According to testimony, this decision prevented investigators from ever obtaining a complete picture of the operation. Ironically, much of what is known today survived only because seven boxes of financial records were accidentally overlooked during the destruction and later discovered through a Freedom of Information Act request. Those records became the foundation for much of the historical understanding of MKULTRA.

 

A Program Far Larger Than Many Realized

 

         Based on surviving documentation, witnesses testified that MKULTRA included:

-at least 149 known sub-projects;

-more than 80 participating institutions;

-approximately 185 outside researchers;

-universities, hospitals, prisons, research laboratories and private organizations secretly funded through CIA front organizations.

     These intermediary organizations, known as "cutouts", were designed to conceal the CIA's involvement, allowing many participating institutions to remain unaware of the true sponsor of the research.

 

Newly Discovered MKULTRA Records

 

      Perhaps the most significant announcement came from Representative Anna Paulina Luna. She revealed that the CIA has recently located additional MKULTRA-related files and is currently preparing them for declassification. According to Luna, at least some of these newly discovered documents concern a previously undisclosed forgery program operated under the MKULTRA umbrella. The committee expressed its intention to examine these records publicly once they are released.

 

Stephen Kinzer: "Many Questions Remain"

 

      Historian Stephen Kinzer, author of Poisoner and Chief, testified that although his research represents one of the most comprehensive public accounts of MKULTRA, it almost certainly reveals only a fraction of the program. He described Sidney Gottlieb, the CIA chemist who directed MKULTRA, as the architect of one of the most secretive operations in U.S. intelligence history. According to Kinzer, the objective was simple yet chilling: first destroy a person's existing personality, then determine whether a new one could be implanted. Kinzer urged Congress to release remaining classified material, remove decades-old redactions, continue searching for hidden archives, and investigate whether advances in neuroscience, artificial intelligence and cyber technology warrant renewed oversight of any modern research.

 

Tom O'Neill: New Documents Raise New Questions

 

      Investigative journalist Tom O'Neill, author of Chaos, presented the results of more than twenty years of research. He described discovering correspondence between psychiatrist Louis Jolyon "Jolly" West and Sidney Gottlieb discussing experiments involving hypnosis, LSD, memory manipulation and behavioral modification. O'Neill also testified that he located original documents that differed substantially from versions later supplied to Congress, suggesting that portions of the historical record may have been altered or omitted before earlier investigations reviewed them. These findings, he argued, justify a fresh examination of MKULTRA and its true accomplishments.

 

Historical Connections Explored

 

      Throughout the hearing, members of Congress questioned witnesses about a wide range of historical topics frequently associated with Cold War intelligence operations, including:

-Operation Paperclip; evidence is presented that the CIA worked with former NAZI scientists on the MKULTRA research secret project and that it was the continuation of NAZI experimentations. Taking in account that this was taking place after the Nuremberg trials, the CIA was very much aware that these practices were crimes against humanity.  (31 min timestamp in the video)

-Nazi medical researchers recruited after World War II;

-Frank Olson's death;

-MKNAOMI; a project mounted by the US military and the CIA using soldiers for mind manipulation experiment. (30 min timestamp in the video)

-Operation Midnight Climax;

-Louis Jolyon West;

-Jack Ruby;

-Charles Manson.

      In many cases, witnesses distinguished carefully between documented evidence, informed interpretation, and unresolved historical questions resulting from destroyed or missing records.

 

Accountability Still Elusive

 

      One of the strongest themes emerging from the hearing was the absence of accountability. Witnesses noted that despite congressional investigations during the 1970s:

-almost no one was prosecuted;

-very few victims were ever identified;

-no comprehensive effort was made to notify or compensate those who had been subjected to experimentation.

      Several members argued that historical justice remains incomplete and called for renewed efforts to locate victims, identify surviving documentation, and fully declassify remaining records.

 

A Partisan Detour

 

      The hearing also included lengthy exchanges involving former NIH official Elizabeth Janexy, whose testimony focused primarily on current NIH funding policies rather than MKULTRA itself. Committee members challenged her on COVID-19 policies, vaccine safety, and public confidence in federal health agencies. While these exchanges became one of the more politically charged portions of the hearing, they were largely separate from the committee's investigation into MKULTRA.

 

Looking Ahead

      The committee concentrated on unresolved historical questions: destroyed records, newly discovered archives, unidentified victims, and the possibility that important documentation remains classified more than seventy years after the program began. As the hearing concluded, Representative Luna announced that the committee intends to continue pressing for the release of newly discovered CIA files and to pursue additional investigations into historical records both within the United States and abroad. Whether these efforts will finally answer the many remaining questions surrounding MKULTRA remains to be seen. But after decades of silence, Congress has once again placed one of America's most controversial intelligence programs under public scrutiny.
